POLITICAL & ELECTION REFORMS—
Media reports that Mr. Rajiv Pratap Rudhi a BJP MP from Rajya Sabha has put up a Private Member’s bill on election system in the country. The proposed bill calls for selecting the PRIME MINISTER through direct election .A very constructive and needed suggestion. Basically what the public so for has been observing in the Law Making Bodies, are disturbances/mud slinging on each other or at best taking up some matters relating to providing benefits to self or to some selected class of people, all mostly as VOTE CATCHING measures. Unfortunately such like positive and constructive proposals are not put up. So Mr.Rudhi deserves all kudos and appreciations on his move. Rudhi’s proposals seem to aim at 1) Restraining MPs and MLs from ministerial positions and confine them to LAW MAKINGS. 2) Aim is a stronger Executive, which can be buttressed by professionals instead of being SAPPED by electoral compulsions. 3) To over come tensions in selection of Ministers due to political compulsions and also to avoid entry of MPs with criminal records as Ministers. 4) To help strengthen position of the PM and increase his authority over his Ministers ,which he suffers now ,he not having been elected directly by the people and also as he has mostly now to head Governments formed on the support of many parties as Coalition partners., appointment of many of the ministers are not based on selection by the PM, rather selection of ministers in many cases are forced by their respective party bosses. Here times views are “Rudhi’s proposals have a merit, that the matter is complicated, but then they are calling only for a debate, some thing that has become rare with in Parliament it self.”Whole contents of the proposals are not in the domain of the public ( what this man has known is from TOI’s Times View/Counter View column of 14/5/13, so views expressed here are based on contents of this column only) other wise too it may not be possible for the general public to express extensively on the matter. But still going by what the things have come to public glare after filterations, some views on the matter are expressed here to after.
Wish the proposals given by Rudhi are not limited to the position of PM ,but also cover other top elective positions ,specially the Chief ministers at the states as well as other local bodies. What the public now observes is that such top position holders are not permitted to function freely so as to perform their duties in interest of the Nation/ States as their mind and body remain mostly engaged in keeping their ministers and coalition partners in good humour, fearing their anger, which may destabilize their position. Both hands as such too remain tied to hold the chair tight, fearing loss of the chair due to anger by his ministers and coalition partners. This as we see has resulted in the overall un healthy conditions on most parameters. There fore even if not knowing full contents of the proposals, issue must be taken up IMMIDIETALLY not for DEBATE only but with purpose to ensure implementation from the coming elections itself in the STATES as well as at the CENTER. Few more views for those who may help in PASSAGE OF THIS BILL AND ALL OTHERS WHO CAN make our law makers to be serious on the matter to ensure this private bill is made a law., are detailed here uder.
1)About direct election of the PM we wish/hope that it covers the CMs in the states as well as other elective positions. In this connection it may still be more important to mandate Qualifications needed i.e. LITERACY LEVELS( We propose Post Graduation the minimum)/commitment to the cause of the nation /understanding of the needs of the nation as a whole. Courage to take decisions without fear or favour. Age of such the person be this way only that by the end of the tenure such a person should still be under 70 years .
2) For selection of persons as MPs/MLAs, too some specific laws need be put in place, for example minimum literacy (Graduation the minimum) and their concern for the Nation as well as understanding of the subjects relating to enactment/implementation of laws .
3) To obviate the need for appointing Ministers from the professionals only, that too from out side the pool of elected ones ,we may do still better if about say 10/20% of the Ministerial positions FOR TAKING from out side discretion is gives in hands of PM/CMs who should be free to make such selections in case suitable and committed ones are not available from the elected ones.
4) To BAR ENTRY OF THE CRIMINALS ( not only those recoded with police as involved n some particular crime) but also the MAFIAS i.e. makers of criminals and those with negative tendencies /characters some specific provisions can be made in the law to be enacted on the matter while taking up issue of direct election of PM/CMS.
5) In case the top executives i.e.PM/CM are directly elected by the public, strength shall automatically come tom these authorities ,as then for their existence and governance they may not have to be under pressure of others .This will also free his mind from fear of being pulled down by vested interests nor his hands shall remain always tied to the chair in order to keep his position safe and secure. In such cases appointment and removal of Ministers shall be by him only and purely on his discretion.
6) The country just now has many political parties. Most of these barring the two biggest ones i.e INC and BJP are working only as Proprietorships and family concerns .The sole purpose of almost all of these is to get/share power by using all means and tactics in their respective wisdoms just for ensuring benefits to them in person. For the purpose they are also mostly able to MISLEAD SOME GROUPS ON caste/community/region/language basis and so on and continue to PULL AND PRESURISE the top executives in order to keep their own VOTE BANK safe and intact. In this process interests of this Nation have continued to be harmed. That this county has suffered so grievously can be known from the hellish conditions that the country men are forced to live in. All this besides other reasons are due to weak PM/CMs having been kept in chains by others. So need is also to simultaneously ensure REMOVAL OF THIS CANCER OF MULTI PARTIES, and instead ensure that the biggest two parties i.e. INC and BJP only are permitted to be in the field and only their candidates CONTEST FOR the top posts meaning PM/CMS. With this one as single step ,most of the DEFORMATIES in this Nation’s body may be cured. This may also help this Nation’s movement towards positivism and development with a speed.
7) Along with selection/election of the PM/CMS an other position second in command, may also be simultaneously elected, so that in case of emergency/exigencies, the Nation/the States are not found wanting and the systems continue to move with the needed speed without facing any road blocks.
As for TIMES VIEWS , that the matter is complicated/so debate is needed. In this respect, this too comes to mind that in case the TWO BIGGEST POLITICAL PARTIES as existing now come together honestly ,the proposed corrections can easily be done. Wish that the efforts of proposer of the mentioned PRIVATE MEMBERS BILL will not go waste. But in that case it will still be a very bad luck of this nation and the generations coming here after .Jai Bharat- jai Hind -
