DEFINING/CURING CORRUPTION?

Media reports that our PM Dr.Singh has spoken thus 1) “Mindless atmosphere of negativity and pessimism that is sought to be created over the issue of CORRUPTION can do no good”. The media further quotes PM saying 2) “Government was working to amend the existing laws to punish BRIBERY in the PRIVATE SECTOR” further stating that 3) “Economic reforms has created new opportunities for CORRUPTION and there was need to focus on the supply side of corruption”. PM while addressing officers from investigating agencies also says 4)”Changes in the works would include provisions to protect and encourage honest public servants.” Most of these expressions by the PM make one to conclude that he perhaps wishes to MAKE LIGHT OF CORRUPTION as spread in all veins of our body system, AND FEELS NO NEED FOR CORRECTIONS , despite the fact that there are numberless reported cases of LOOT/FORGERIES/SCAMS/MISAPROPRIATIONS and so on by one and all including the POSITION HOLDERS in Govts/political class and officialdom at all levels of our system. The unreported cases may be still numberless .To prove the point we may know that many are facing cases in Courts and some have even to face IMPRISONMENTS, A BLOT ON OUR SYSTEM. Perhaps the PM, Dr.Singh still wishes to be known in the history as a SUCCESSFUL PM DESPITE BEING NOT EFFECTIVE.

Corruption just now as commonly known is CHANGING HANDS OF MONEY OR OTHER VALUABLES FOR CONSIDERATION to get the things done which the systems do not permit or otherwise too when the persons in the ladder of systems intentionally put hurdles in the matters/services to compel the applicants come with offers, so as to get the things done with in the reasonable time limits or desire of the applicants to speed up the process which in general terms are known as speed wheels. The PM is the highest position holder and biggest part of administrative machinery of our country. What so ever he has said, need not be disputed? But still some thoughts on his speech are mentioned here after point wise.

1) In respect of ATMOSPHERE OF NEGATIVISM--- What so ever is being discussed/agitated upon and opinions are created are basically the facts of present day conditions prevailing all around in the country. The biggest problem of our system is that the POSITION HOLDERS in Governments as well as Bureaucracy do never venture out as ordinary citizens, and as such feel not the STINK coming out of the GARBAGE strewn all over the streets and roads. The declining work culture in all spheres of our lives/systems from schooling/health care and all other places of work aggravate the problems. Maintenance of roads, which generally remain broken/bumpy and then due to very poor and at some places even almost non existent DRAINAGE SYSTEMS, there is all-round water logging at the roads during rainy seasons in particular. Due to heavy pressure of POPULATION, water use has increased many folds, resulting in GROUND WATER LEVELS going down with a speed. No proper systems have been enforced for RAIN WATER HARVSTING to replenish the ground water levels where as the same rain water creates havoc in shape of FLOODS in the rivers, resulting in many damages including to the crops. The problems caused by un-needed SPEED BRAKERS and congestions have been further aggravated by the increasing number of vehicles all around. THE CRAZE FOR BIG SIZED CARS has added cancer to the roads. Such vehicles occupy space almost double of what a reasonable sized vehicle does. Numberless road side TREES have been chopped off mercilessly and lot of greenery destroyed. Even lot of agricultural land has been taken over to facilitate widening of roads and for creation of other INFRASTRUCTURES to accommodate the increasing number of vehicles and population. The political class of all hues dare not think of putting a stop to increase in POPULATION, all fearing VOTE BANK LOSS from some certain BELIEFS. ( SHOULD the non action of political class on the matter be not treated as CORRUPTION)? In respect of ROADS WITHOUT TREES on their sides, the problem is that in case of any problem to the individual or group of persons on road, there remains no shelter against scorching SUN OR RAINS. But what to those position holders who move in AC cars with window glasses up. Vehicles of all sizes/types are seen dumped in side police station premises, might be in respect of one or the other police case. Such vehicles get rusted as their disposals are never taken up. Some such vehicles from bicycles/ Scooter/Motor cycles/Cars/Busses and so on remain there for years together, resulting in space remaining occupied on the roads due to lack of administrative decisions. Many such vehicles also remain lying on the roads, thus putting further PRESSURE on the already congested roads. None in the entire systems seems concerned about the way these vehicles are to be disposed off.

Most items of daily use are now available on increased prices which continue to make living difficult for those who have not been able to earn money by unfair means. A good percentage of items of daily use as well as of permanent nature for house holds and offices available in the market are found made in CHINA and so on, where as our own work force in good numbers do not put honest full day’s work. Number of HOLIDAYS in a year have been increased keeping in mind the”APPEASE ALL” policies of those in power. A good percentage of our able bodied youth and still more, in stead of putting them in productive activities are encouraged to live on DOLES AND FREEBIES and thus giving space to BEGGAR TENDENCIES and laziness, BESIDES BEING BURDEN ON public exchequer. CORRUPTION—WHETHER ONE WISHES TO ACCEPT IT OR NOT IS VERY RAMPANT in all walks of life, meaning, up from the elected ones down to the ordinary position holders in Governmental system and even daily wage earners. The mentioned are the only few of the many things that pinch the general public and this once great nation too suffers from. Despite the general public wishing not to express the pains, some times the feelings of agony do come out. The BIGGEST DOCTOR’S wish that patients should not express the pain, can at best is the WORST LUCK of our Nation/Country men. The PM instead may do well to encourage expressions of what so ever is wrong and pinches, so that the ills are diagnosed and taken up for cure or out right removal of the rotten parts by operation. The best would have been by the DOCTOR to make him self and if not SELF then his advisers to move in the public/market places/Govt.offices, on the roads and else where as common citizens and take/ give proper feed back to the system for taking further actions where ever needed.

2) GOVT.WISH TO AMEND LAWS TO PUNISH BRIBERY IN PRIVATE SECTOR---In cases where there are wrongs of any type like bribery/increase in prices/supply of sub standard item/and other un ethical actions, these seem all due to the policies of this very Government, who have not framed fool proof systems so that nothing negative or wrong takes place at any level, including in the PRIVATE SECTOR. The hindrances/obstacles /harassments one has to go through in conduct of business in private sector too need be taken care of and loop holes where ever exist NEED be plugged so that business and productivity increases and work force too is not filled with too many holidays and protections. All protections need be to ensure PRODUCTIVITY/QUALITY and disciplines and of course without undue harassments at any level..On this matter too the GOVERNMENT itself need to come clear to be able to enforce cleanliness at other places.

3) CORRUPTION CAUSE OF ECONOMIC REFORMS---In case the public memory has not become totally dormant, most should have known that the present PM as FM was also part of the architects of the so called ECONOMIC REFORMS which should other wise be known as (ECONIMIC SELL OUT TO THE FOREIGNERS). While drafting the changes in the system and opening up economy to foreigners, the then FM should have been careful to ensure remedies for ills coming up as off-shoots of those decisions, which can still be done ensuring transparency in imports/controlling a) unneeded consumerism, b)inflation, c) increase in SARKARI expenses and so on. There are many VOTE CATCHING SCHEMES, where doles and free supplies have become almost a rule in politics at all levels. For doles and freebies, those who become medium for distributions, knowing that the receivers too in many cases get such facilities undeserved and as such tend to have their own cuts. As for supply side is concerned, no one will bribe unless one is forced by the position holder in the system to fall in line.

4) PROTECTING HONEST PUBLIC SERVANTS------- Just now, many public servants seem to be working under extreme PRESSURES from the POLITICAL BOSSES and even other elected persons. There may be many cases including the media reported ones, where even some murders of the position holders in BUREAUCRACY have taken place, just because they did not toe the line of the politicians and could not digest interference in their domain of duties. Then SWORD OF TRANSFERS ALWAYS HANGS ON THE HEADS OF BUREACRATS, WHICH WEAKNESS IS VIDELY exploited by the political bosses. There are rumors this way also that some departments are forced to earn for kitty of the political bosses. In case we wish a corruption free nation, then the systems have to ensure ZERO interference in day to day working of different departments, except by the concerned ministry ,where too ENFORCEMENT OF POLICY MATTERS AND PROGRESS NEED BE MONITORED AND SHORT COMINGS NOTED AND POINTED OUT WHERE EVER NEEDED. Transfer policy TOO MUST BE MADE VERY TRANSPARENT, MOSTLY TO BE ENFORCED BY THE SECRETARIES. For higher officers in GOVTS.their complete BIO DATA with mention of their special interest/capacity/knowledge can be MAINTAINED/feeded,and postings transfers need be affected on that basis only.

These are the few thoughts/where in many issues have cropped up in between ,all for the purpose that NON-GOVERNANCE, FAULTY POLICIES just for VOTE BABK considerations are given a total good-by. JUSTICE DELIVERY TOO NEED be speeded up so that cases of any type including of crimes against general citizens/nation’s economy/loot of public funds and all others are not permitted to go beyond say about a year. Just now many cases of EMBEZELMENTS/LOOT /UNETHICAL AND CRIMINAL USE OF POSITION continue to linger on even where our top investigating agencies are the investigators/mostly due to ill intentions of the ruling politicians to manage majority of their Govts. This MAY HELP nation to free it self from the CANCER OF CORUPTION. In the mean time all officers in Governments/elected representatives/the position holder in Governments can be mandated to move in the public as general citizens to observe the conditions them selves and report to the concerned authorities for taking /enforcing corrections.. Other wise permitting huge pay and perks enjoyed from the PUBLIC EXCHEQUER too can be treated as un ethical and CORRUPION. SAY NOT/BUT ACT FOR BHARAT MATA KI JAI.
