Media reported on 16/4/13 that the Central Government through its Ministry of Home affairs called for a conference of State chief Ministers ,mainly to DISCUSS AND SUGGEST on the issue of PUBLIC ORDER IN THE COUNTRY AS A WHOLE . It reports that ONLY 7 Chief ministers including 5 from the very small ones from North East attended . The others sent some Junior Ministers or some one from the Bureaucracy. This shows ‘ LACK OF SERIOUS NESS on such serious matters on the part of states ,other wise needing immediate attention, AND ignoring CALLS BY THE CENTRAL AUTHORITY. In general, going by the conditions prevailing in this country all through, it could be expected that all will avail this opportunity made available by the Centre and will try to sort out the difficulties where ever these exist and come to some conclusions to act in the interest of this NATION AS ONE UNIT. This too, is reported that besides other issues, the very logical and of public’s immediate need were 1)PROHIBITING GOVT FUNCTIONARIES FROM ISSUING ANY INSTRUCTIONS TO POLICE 2) ABOLISHING ORDERLY SYSTEM 3) TO SET UP INDEPENDENT COMPLAINT AUTHORITIES ( to enquire into misconduct or abuse of power by cops) 4) INTRODUCE A SYSTEM OF DISTRICT ATTORNY ( to guide investigation of crimes in districts) 5) SEPARATION OF INVESTIGATION ( from other policing functions ) 6) OUT SOURCING NON-CORE (police functions).As per Agenda of the conference , the PURPOSE seemed really positive, as it was called to discuss WAYS AND MEANS to ensure/improve policing ,crowd control, intelligence gathering, and crime investigation and prosecution and also to take up recommendations of the 2nd Administrative Reforms Commission . Though expressed wishes of the States through their political Masters are their commitments to strive for BETTER POLICING ,but in the same breath and actions ,they accuse the CENTRE of excessive interference in the’ AFFAIRS Of STATES.

As at present Law and Order conditions in the entire country including each individual state can be categorized only as pathetic and general public lives in fears/APPREHENSIONS against all types of crimes including particularly against their WOMEN AND FEMALE CHILDREN. Showing of such apathy by the states, firstly on the sensitive and important issues of LAW AND ORDER and then ignoring calls from the CENTRE indirectly helps speeding up the process of weakening the NATIONAL FABRIC as a whole. Such conditions are similar to those when in the family discipline is ignored and elders are disrespected and are treated as of no consequence. Such families are going to be doomed only and that too with a speed .Similar have become the conditions in our country where in the name of FEDERALISM and separate rights of the states, the whole fabric of NATIONAL UNITY is being torn apart.

The request as such is made to all in politics to work jointly and in cohesion ,shunning individual ego and selfishness (Including political expediency) and work for the Nation as a whole and create not the divides on any matters, at least where interests of this entire nation are concerned .Also please take up to make laws where calls from the CENTRE are not to be ignored in any case, rather all acts of ignoring the Centre on Vital issues are treated as Antinational and are punishable, starting with stopping of all financial aid and help with immediate effect . WHY FORGET THAT THE POSITIONS IN THE STATES AND CENTRE MAY INTERCHANGE. Why wait for such times to come and feel similar harassments. It is also not good to forget that politicians and political parties may not live, but this nation has to live.let this be made clear to all that STATES ARE ONLY PART OF THE BGGER BODY i.e Bharat ,so non functioning of any single part will damage and pain the whole body.
