CANCER OF VOTE BANK/GOVERNANCE.

Strange is the thinking of Political class of all hues whether in power or out of power.Same is true of the bureaucracy, through out the length and breadth of the Country. It seems that all the Political class and the bureaucracy have taken very seriously the GANDHIji’s three proverbial monkeys, each ordained separately not to see, hear and speak EVIL. Good it must had been going by what BAPU had in mind then. But our entire system designated to think, plan and work for the Country and Society, seem to have learnt too much from these monkeys and have permanently locked their innings, not to be opened till it is to serve their personal, including their nears and dear’s selfish interests, or when they are physically pushed to open their sense innings and act. The latest and most recent incident, when movement JAT AGITATIONS created lot of problems, blocked movement of many trains by squatting on the Railway tracks. They continued to create problems for the general public in general and the railway passengers in particular, for full FIFTEEN DAYS who suffered in many ways at different railway stations. The State Govt. under whose domain the things were happening, not only remained silent spectator to the situation, rather to gain political mileage supported demands of the agitationists on quota in reservations under OBC. The Railway ministry whose trains were being stopped and who were also required to take action to ensure that the systems work properly, did not take any action to mitigate sufferings of their passengers. The Railway minister too remained elusive and busy with the elections in a state, so as to be able to occupy the chair of States’ CHIEF MINISTER. The central Govt. too remained in slumber, lest any party in the whole chain gets annoyed, resulting in loss of VOTE BANK for the parties in power at the CENTRE. Similarly all other political outfits, who would create all types of humbug and problems even at the drop of a PIN, followed GANDHIS’ three proverbial monkey fearing again of LOSS OF VOTE BANK. It seems all these power centers were perhaps waiting for some outside agencies’ interference to bail them out of this mesh and to set the things moving. It was only after the COURTS’ judgment on a PIL filed by other than these power centers, that the movement of trains was permitted by the agitationists, who otherwise too are reported to be lenient now, and may behave. After all, fear of LAW matters to all.


This is only one such instance. Such types of problems are being faced by the general public on daily basis, where too, approach of the system is generally no different, unless it is to serve political needs and vote bank protections on case to case basis. Some instances are detailed hereto after:-



• Nothing being done put a stop on the increasing population, due to which most problems of the country exist.

• Nothing being done to check divide in the society by putting a stop on all types of RESERVATIONS .The country has already been divided a lot on the basis of LANGUAGE, COMMUNITIES, and making still smaller on the basis of language and cultures.

• No check is done on the entry of criminals and elements of negative tendency in politics .Many members in the state assemblies as well in the central parliament are reported to be unfit to understand laws what to speak of helping positively in making of laws, which is supposed to be the duty of legislatures.

• Nothing being done to put stop on increasing corruption in public as well private life.

• Why system is not able to know and act in the matter of increasing prices.

• Why trading in lands and properties being permitted knowing fully well that when rates of LANDS & PROPERTIES increase, result will automatically be more corruption and increase in prices at all levels. At present prices of both these items are touching the sky.

• Why states are being permitted to increase CIRCLE RATES OF LAND AND PROPERTIES to fill the gaps between their incomes and expenditures, in stead of their putting a stop on wasteful expenditures.

• Why no check is being done to make movement on the roads more comfortable by checks on number of vehicle.

• Why new states are being permitted to come into being thus putting pressure on use of agricultural land which of necessity is used for additional infrastructure for administrative purposes and residences.

• Why ban is not put on unnecessary construction of monuments, also why so big accommodations are being permitted for the elected politicians including present and past ministers and chief ministers. This too is a big drain on public funds and scares commodity in the shape of land. Why no attention is being given to the other so many natural resources, which surely is the result of obnoxious increase in population, and putting no stop on other wasteful expenses at all levels.

• Why no action is being taken to change the more than 60 years old constitution and making a New Constitution to fit for the present needs of the country. The biggest needed change seems to be to permit not more than two political parties in the whole of the country, so that elections are held simultaneously through out the country, so as to save a lot of funds involved in holding elections in the country at different periods. Why country does not have only two official languages including all the states. These two languages can be ENGLISH AND HINDI.

• Why shares of income of CENTRE as well as states are not properly defined, so that the blame game by the states is permanently put an end to.

• These are the few points only which came to the wisdom of writer of these lines.

Request to all is to try to come out of slumber ,keep all their innings open to act, let all the position holders move in the public as normal citizens, see the things themselves with open eyes, and have courage to take actions. This also seems very essential that the bureaucracy is permitted to work on the basis of laws and rules , and do not have to look to the political masters ,except for general policy matters. Their TRANSFERS & POSTINGS need be very clearly defined; rather evaluation of their performance and conduct should also go beyond their political bosses. They should be permitted to maintain their dignity, so that they are able to express freely and with courage and without fear, and for any short comings in their working, they need not be spoken harsh in public. . Still definite service rules need be enacted for this class so that they too do not come to behave as kings, as the present politicians are doing.
