Demoralising security forces / personnel

Security personnel/ forces have generally to face rough weather, especially when fighting and controlling anti-national and/or extremists and criminal elements. These enemies of the country and society are mostly much more aggressive and motivated. Such persons do not fear much about their lives and also do not hesitate taking others’ lives and creating rowdiness and burning and destroying public and private properties. Such elements are almost always the first to attack and defenders are taken unaware, and as such, loss to the defenders can mostly be much more. All such antinationals / extremists and criminals are therefore needed to be handled with similar aggression and need be captured or killed so that loss on the side of the general public, the security personnel and properties is the minimum.
As a matter of strategy, the security personnel are required to be still more aggressive and move with the speed much faster than that of bad elements. May be that some times some innocent persons of the general public suffer due to error of judgment. However, wiser it would be to eliminate bad elements, by any means at the command of those who are entrusted with the job of security and maintenance of law and order. During the past, some time, mostly keeping in view the political gains by the political parties, cases are filed against the security personnel who had been at the fore front to face the onslaught from the criminals and in the process some criminal or criminals or anti-nationals have been eliminated which is supposed to be the job of security personnel. In most cases where lot of hue and cry is being made by the oppositions in public for the elimination of the criminals, do not keep in mind that the person or persons for whom so much sympathies are being shown were actually criminals and their elimination in any way always goes in the interest and safety of the society and the nation. For such acts of wiping out the crimes and the criminals many police officers or persons are suffering and facing legal battle and some are put in the jails also. In some cases, even their political masters who have been able to control crimes in their areas/states are being labeled as having worked with bad intentions, just to spoil their image in the public and thus trying to get some political mileage.
Then, there are so called human rights activists who create all types of humbug and even initiate legal action against security personnel for having done their duties to control law and order. They forget that these bad elements/criminals and antinationals are responsible for many killings and other problems in the society and deserved to be eliminated. As for killings by these elements, security personnel are generally their main target. Just to create ill will against the defenders of law, the criminal elements many a time put the children and women as their shields, and from behind them, they attack the security personnel and destroy private and public properties. Thus, as a strategy, they apply all tactics to defame and demoralize the security personnel. The actions of opposition in political class and so called human rights activists further add to the woes of those entrusted with the job of security and are demoralized further, and may out of fear of being targeted unnecessarily may make them to decide against going for action and only remain as mute spectators and let the public and the nation suffer.
The request to the political class and the human rights activists is that they do not treat the security personnel as the fodder for criminals and antinationals. They should rather help them in performing their duties with full dedication and zeal and also realize that general public and security personnel are also human beings and they too need sympathy. As such, steps need be taken to give them more powers and free hand in performing their duties with directions for zero tolerance against the criminals, also zero tolerance against the security personnel when ever they indulge in any unwanted inhuman behavior and bad treatment against the innocents in public.
The security personnel also need be provided with better working conditions and should in no case be deployed for personal security of any person who although might have acquired position in political life, but basically is of criminal tendencies, because whenever they are deployed with such individuals their self respect and esteem is put at the discount and they feel demoralized and insulted also as mostly they are treated as personal servants.
The purpose of the security personnel should normally be to be spread every where in the system and be watchful and in action whenever and wherever the need be.
A few more points as under need be taken care of while thinking and commenting upon the behavior of security personnel:-
1. Whether they are provided with reasonable inputs, arms and ammunitions to be able to face all eventualities.
2. Why should there be any need to worry about the safety of criminal gangs? Rather they should be permitted to fight against each other(amongst themselves) and get finished off. This way only, burden on security forces may be made lighter. Though, of course, care has to be taken that they do not harm the general public.
3. Justice delivery system as of now is quite slow, as a result of which many criminals remain in jails for long times and are able to make their own gangs there also and continue to commit crimes from there itself. So, if any criminal has to be given capital punishment, it should be executed at the earliest, otherwise Kandhar type of incidents may continue to happen.
4. As is the culture of fixing targets for the staff in many deptts. in the Govts. and mostly in the Private sector, so too, targets for security personals can be that antinationals /criminals/and extremists are eliminated, and in the process, casualties on the side of security personals are near to ZERO. At the same time no excesses are to be tolerated against the general public and innocents. For such excesses on the part of security personals, punishments to be prescribed should be vary severe.
5. A large number of families of Hindus have been thrown out of their places in Jammu & Kashmir but any voice from the political class and the Human Rights activists, who show lot of concern for the other class, could generally not be heard in favour of such victims. In fact, they should fight against all type of wrongs happening in the society, be it against Hindus or Muslims or any other section of the Indian community so that every one feels safe and is able to lead a peaceful life.

RIGHT TO EQUALITY

In all Governmental systemshether Monarchy,Dictatorship,Democracy or any other system of Government,all citizens are toeeated equal ,while conferming anny rights and duties , thoughf course weightage has toe given to the capacity,calibreof the citizen to contribute to the system. This very right to equality has been given to the Indian citizens through the Conastitution ,whuich Governments are considered as duty bound to follow. B alas this very directives contained in our Constitution is not followed, rather exceptions are madein many ways as for as dealing with the CITIZENS IS CONCERNED.
To quote some:
With provisions of Reservations at different levels, i.eeducation,jobs,Promotions etc,duties of the Governments towards those not covered as such , similar rights are being snatched. In the process where special previlleges are being given to some .the same are being snatched from the otheers,thus notonly reservatiions are given precedent over calibre and capacity,the systems are made to suffer,rather disfavours are done towards the others and bad blood and Divisions are created in the society.IN THE WISDOM OF THE MAKERS OF THE CONSTITUTIION,SUCH RESERVATIONS THOUGH RECOMMENDED fo 10 rs. only are permitted to be continued over a period of 60 yrs. after implementation of our Conatitition, and are reported to continue for many years more.

Where as for appointments in the Govt. jobs even for the most menial jobs, literacy level of the candidate as to be kept in view,but in the case of those wishing to be peoplesrepresentatives,who are supposed to be Law makers and Enforcers,even f tatally illitrate, are made eligible ,leave aside level of Educatiion,which should be even more assencial for such persons.

For those wishing to contest election and be people's representatives, no dig is done about their character where as fror jobs in the Goverements such a scrutiny is a must and criminals and bad characters do not get job, but many of those elected to represent the people at different Foras, are reported as criminals ,having committed many crimes inclu7ding,Murders,cheatings,robberies,apes,and destroying public and private properties,

Employees working in Govt.orivate sector,those not attending to their duties and not performing may loose jobs, but in the case of peoples representatives , such controls are missing,as we see from the vacant seats in thr Assemblies and Parliament.A good Percentage of such persons do not contribute at all during the whole of their term . Disturbances in these houses are much more than tyhe actual business transacted.

Many of those elected as peoples representatives are treated as VIVs and VVIPs and get preference over the general public in almost all systems of the STATE.Their vehicles depict plates ,sign boards indicating that they hjold special position in the Society. Many a times roads and trafic is closed for publifc for their convenience. Good it is that some preference say about 10/15 percentage be given to such personalities, while they are on very urge3nt Governmental duties ,but otherwise every body should move in the public ad COMMONER only so that others are not indonvenienced, some of them may still be on more urgent need to go,

Do we not do some thinking on all these matters and also give thought to the recent incident ,where lives of many Citizens was put on stake in the flying aeroplaness,simply because the plane to carry the Country'Presedent was to be given preference at what so ever the cast to the citizenery.

Too mANY SECURITY PERSONALS HAVE BEEN DEPLOYED FOR THE SECURITY OF THE FEW I.E the so called VIPs and vvips , where as for genereal public very few are left to take care of.

Most assencial for developement ,from Indibvidual to the Nation is to EMPHASISE SOLLAY on DUTIEA than on RIGHTS.The reverse is being followed by our systems so for, a great cause for mosy illsw of our Society and the Country.

CONSERVING ENERGY

Most important is the will of the System i.e. Political and Executive to observe every thing in the Country honestly and fearlessly and also implement similarly. Still some suggestions are given.

For Electricity /Water/Coal etc.
It is understood that to some persons such as the Govt . Officials/the VIPs and VVIPs, the employees and Ex. employees of these undertakings, these facilities are provided free of cast or on the nominal fixed charges basis. This system does not make the users of these facilities conscious of the reasonable use and may indulge, many a times into unwanted use or wastages. The suggestion is that a change of this system is brought about and every one must be made to pay on the basis of meter readings, necessarily installed with every user. If at all some concessions are to be given, then this can be done by allowing some concession in the rates say to the maximum of 10% as applicable to the general public. If at all these persons are considered eligible for such facilities, they can be compensated by allowing some fixed allowances, which again should not be too much to tax the exchequer. But all consumptions must be through the meters installed invariably for the purpose.
The culture of High rise Buildings and Molls has invaded our society/the Country. In most these buildings, Lifts are installed, though mostly side by side stair cases are also provided. But sadly, observation is that even for going up and down up to 2/3 floors, lifts are used indiscriminately and even the very young and healthy persons seldom make use of the stairs, which exist just side by side. Simultaneously the generation is being deprived of the benefits of health and exercise, as the gain of using muscles by walking and on the stairs is last. The suggestion as such is that the use of lifts for at least up to 3/4 story’s except by the infirm and the old must be stopped, education/ persuasion or by using force of Law.
In the molls and some other places also, lifts and stair cases mostly exist, but at the same escalators are also provided. The old and the infirm are generally not able to make use of the escalators, which are used mostly by the young and the healthy. Not good for the health of the younger generation, besides being load on consumption of electricity. The old and infirm can use lifts, and others, the stair cases. As such, suggestion is that installation of escalators need be banned totally. Where ever these are already installed, can be made dysfunctional, and can be used only as stair cases.
It is understood that in many States electricity is supplied free of cost to the farmers and some others, treated as poor. The burden of these users has necessarily to be borne by others. Then such persons may make indiscriminate use to the extent of wastages. A very bad culture of doing administration and playing vote bank politics, besides developing habits of free services, indirectly beggars tendencies. If at all some class of people are to be helped, it can be done by permitting some concessions about 10 percent of general rates, but by all means, consumptions must be metered.
In offices, consumption of electricity is generally not taken care of by the general staff. To control wastages and un-needed use, some monitoring system must be put in place.

Petrol / Diesels, etc.
Consumption of these fuels to very large extent is responsible in polluting and heating up the atmosphere as well as creating concession on the roads. Corrections for the purpose are as under;
Most important is to minimize number of vehicles on the roads. The big sized four wheelers for private use must not find place on the roads, and loans to the private individuals for four wheelers must not be permitted. Students pursuing literacy up to any level must be made to attend the educational institution by going only on foot, the bicycles or may be permitted to use public transport. Going by the cycles will also help in improving the stamina of the user.
Many persons in the Govt. jobs are provided vehicles for performing official duties, but the general feeling is that such facilities are being provided to too many positions holders and the vehicles are used too much for personal use by such persons and their families. Suggestion if that wherever such position holders reside in the block of building provided by the Govts. , their going and coming from the offices can be pooled. To check on the misuse of the vehicles, every facilitator must be forced to be very particular to maintain the log book, where in entries must be made at the start of the vehicle and reaching the destination. There can be made a system to check these vehicles any where in between to ensure that the system is functional.
In the name of personal security, many a times, too many vehicles move with only one single position holder. Here too lot of controls are needed .For show of strength ,political parties have gone into the culture of organizing big rallies, where in people are collected from different parts of thee state, some times even from other parts of the country and in the process, thousands of vehicles are put on the roads. Misuse of the Govt. machinery and vehicles too can not be ruled out. Meaning a burden on the public exchequer, and burning of fuels. The suggestion is that ban need be imposed on such type of rallies.
To press for demands by different sections of society, large numbers of people are brought in from different places to create crowds, just to put more pressure on the system, many a times, properties, private and public are also destroyed by such crowds. Such gatherings need be banned and destroying of properties and creating hindrances in movement of the system can be treated as criminal acts, punishable severely under the law. To air grievances and views, the media, print and electronic can be made instruments. Thus need for rallies and processions, can be eliminated.
Earlier consumption bill for electricity and telephones were made payable only once in two month, but for the last about ¾ years bills for electricity/telephones/mobiles are required to be paid every month. System puts a lot of pressure on the concerned departments, by way of consumption of electricity for preparation and dispatch of such bills. In the process lot of paper work is naturally also involved, meaning further burdon on the expenses side of the govts., without adding anything extra into the Govts. Kitty. The consumers too are inconvenienced in many ways, by running to make payments every month involving time and energy, which is consumed in the process of attending to the paying counters. The suggestion as such is that all such bills can be collected, if not on six monthly basis, then minimum quarterly. It would save a lot of expenses and energy at all levels. If at all the system feels loss of faith on the consumers, then some security money cash be deposited from the consumers, which can be some what more than the average consumption for the prescribed period. In these days of inflation, it may not be difficult for most persons to shell out such sums in lump sum. However in case some consumers feel unable to make such bulk deposits, in their care billing can be done as concerned dept. feel in their wisdom.
Wish the enlightened and concerned citizens take up these issues at appropriate levels, so that country is able to make a check on use and misuse of energy at all levels.

CONTROLING CRIMES

Out of about ten or so criminals who created havoc at different places at Mumbai on
26-11-2008, specially the Railway station, the hotels of international fame, and killed about 160 persons including women and children and some top police officials. Many persons were injured as well, some very seriously, and properties worth crores of rupees were destroyed. The surviving criminal named Kasab who was caught in the police operations has been awarded sentence to be hanged till death. This case has been decided on 7-5-2010 after a prolonged trial in the court for about 17 months involving expenses of crores of rupees for protecting the criminal named Kasab and on court proceedings.

Going by the electronic and print media information there has been a lot of hulas bulla prior to declaration of the sentence demanding death to the criminal and after declaration of the judgment by burning of fire crackers and distribution of sweets for the death sentence given to Kasab. Similar types of activities were observed after the act of attack was finished in Nov. 2008. Then it was by lighting of candles for the peace of the dead, huge processions and loud expressions of anger, visiting the injured in the hospitals including by the top politicians ( whose visits to the hospitals in no way help the injured who can be looked after only by the hospital staff and doctors). In some cases visits are also made to the residences of those who had died. All such activities may not be of any help as far as controlling crimes. The fear is that our whole political class and the executive has still not acted in the way that such incidents of criminal activities are stopped for ever. The news pours in daily, reporting deaths of many innocents as well as a large number of security personnel at the hands of terrorists, separatists and extremist groups. Also a lot of loss to the public property is done by the groups showing anger for one or the other reason and for attaining fulfillment of the demands made just for selfish ends. Also many lives are ended by the acts of goons and unsocial elements.
So more important is to plug the loop holes wherever they exist, other wise the results shall be as has been happening now. R………. is to all corners of the society/ the political class and the bureaucracy to be concerned, bold and fair, so that the country and the countrymen are made fully safe from all types of crimes. The protective umbrella should be for all citizens and not for a certain class only.
No show business and putting blame on others has ever helped, nor it will do in future.

RISING PRICES / DEPLETING VALUE OF RUPEE
During the last many years, all items of use, common basic needs or luxury items have become very costly resulting in the fact that whereas at the time of achieving freedom from the shackles of foreign rule in the year 1947 and even many years thereafter the value of money has come down many folds. There were the times when one would approach the market place with some currency notes or even coins in his pocket and would come back with bags full of items. Even consumer durables too were reasonably cheap. Even persons with lesser monetary fortunes could easily afford expenses on education and medical needs. But now the conditions have changed for the worst, rather in multiples of hundreds. Now one has to approach the market place with hundreds of currency notes and return with only handful of items. Most consumer durables are going out of approach of the common man. Medical care and education too have become very costly. With the increase in costs of products and services, the level of monetary corruption too has reached its peak. The reasons for this state of affairs being despite lack of commitments and will to do on the part of political and bureaucratic systems is also very largely due to obnoxious increase in population resulting in the application of norms of demand and supply. The other, some main causes can also be assessed as under:-
For the last many years the Central and State governments have been following the path of DEFICIT FINANCING and showering all type of doles to many sections of the society without making proper assessment of their contributions to the governments and the society. Many such decisions are generously taken as a policy of appeasement and due to lack of strength with the governments to say “NO” to unjustified demands from the organized sectors mainly. For this coalition governments are mainly responsible. To fill the gap between earnings and expenses the governments have either to go for loans from within or outside the country or to print more currency notes. The nation knows it too well as to how after implementation of 5th and 6th Pay Commissions the prices have soared with a very high speed. In case the system really wishes to control rising prices then not only checks have to be imposed on increase in wages in public as well as private sectors both of whom seem to be competing with each other resulting in the devilish conditions prevailing as at now. To this there seems no early relief in the near future as well. Rather reductions in higher wages and facilities should be done. The employees at all levels need be paid reasonable wages to maintain themselves and their families plus some small amount for comforts. What is being paid to employees and spent on the elected persons at different levels is too much and is helping them to indulging in luxuries. This aspect needs to be looked into as this is a very big cause in pushing up prices of all commodities.
After all the general elections, especially those held for the central Parliament, the prices are seen to have risen. A good part of it may be due to expenses incurred by the governments in the conduct of election and then the government covering up by levy of more taxes. There too is the general talk that the elections as of now are a vey expensive affair for the individual candidates and political parties in the fray. The political parties do not apparently have means to earn money. So they depend on the business class, the individuals and the industry to cough out for election fund. Some contributions might be voluntary also but such cases may be rare. Some unsocial and goonda elements too are seen forcing individuals to pay in the name of election fund. In the case of businessmen and industry the general feeling is that after the election, whatsoever the political setup comes in the power, directly or indirectly permission is given to increase the prices to cover up for the contributions made to the election funds. The prices after going up once do not come down thereafter. As such, the need is to make the election process such that the contestants as well as the political parties do not have to spend big amounts for contesting elections. The point is worth consideration that the number of political parties at the national level are pegged to two only and the same very two parties should go down up to the municipal levels. Let the elections be contested between the parties rather than between the individuals. On the basis of the percentage of votes polled for the parties they may nominate their representatives who must be eligible to be nominated for such representation having fulfilled minimum eligibility conditions, well defined in advance, which may be regarding literacy, education, age group, etc. Such nominees should also be liable to be changed depending on their usefulness or otherwise and even in the case of death of any such nominated representative; the party should have the right to nominate some other person in his place. This process, if adopted, shall eliminate the need for bye elections and cause savings to that extent. It may also eliminate the need to maintain upper houses at the centre and the states. Still more important is that elections should be a one time affair after the lapse of say five or six years which should cover from the municipal level to the national level in one go. This will also help a lot in controlling expenses on elections by political parties and the government. Thus, lot of money going into the market shall be saved. The govt. may not need to tax the public to cover up the expenses resulting in control over more money going into the market and thus helping control over price rise. The political parties also can be funded from the govt. exchequer.
As of now, education is generally missing in the country. What is left is literacy. Even to attain simple degrees of up to graduation, a lot of money is required to be spent on school fees and books. Many are not able to afford even these expenses. Then for those wishing to go for specialized courses money required to be spent goes in to lacs. For such courses, many a time one has to shell a lot of money in the shape of bribes to the institutions at the time of admission itself. This bribe has been named as capitation fee by some institutions. Some other institutions might have given it some other name. This should generally be in the knowledge of the system but still there is normally no check. Then the fees and other expenses for completing such courses go in to lacs of rupees. Now, after spending so much for acquiring degrees or diplomas to be able to secure jobs for livelihood, one would also need the returns whereby expenses incurred can be compensated, resulting in many services becoming more costly. Need is to make the system of literacy cheap and affordable to the maximum extent..
During the last some years the prices of land have sky rocketed. Then the construction cost too is becoming very high. Those were the days when persons deployed for construction activities would do full 8 hours’ job honestly. Now their out put too has come down a lot resulting in still more expenses for having the buildings constructed for dwellings or commercial activities. Those spending so heavily on acquiring such accommodations shall always wish to earn more so as to cover up and repay for the buildings resulting in prices going higher. Then there are persons who have money with them, right or wrong, are purchasing lot of land and buildings to earn huge profits on their resale in future.
The suggestion as such is that ban should be imposed on trading of land and buildings. This should bring down prices of these items resulting in lowering of prices of other items too, in the process.
As we see through the electronic and print media, lots of adulterations are being done in milk and milk products. Here too the reasons generally are that demand for milk exceeds much beyond the actual supply available. The opinion is that making available pure milk and ghee to all sections and ages of the society is the basic need. If sweets and other such products are not available the life can still go on. As such, the suggestion is that so long as it is not made possible to make pure milk and ghee available to all sections of the population in required quantity, the ban as suggested above should remain applicable on preparation of sweets etc. which require milk for their preparation.
At the same time, for any function, public or private, the number of participants should be restricted to say 25 or 50 and there too food items to be served should be generally simple and not to put pressure on the market. Here too milk preparations should be banned.
Implements & machinery used for agricultural purposes have become very costly which in turn makes the prices of agricultural goods still higher. The impact has to go to the market and the ultimate consumers. Steps need to be made to keep costs of such items to lower levels and also to reduce dependability on too much of mechanization.
Due to inflation, i.e. more money in supply available, banks are generally flush with funds. The system should generally lend for the productive and trading activities. In the case of productive activities, large number of items, some even too small and mainly consumer items are being imported. So the scope to lend to the industry is reduced to that extent. The Banks, to make use of idle funds, now are busy lending for consumer items which cannot be treated as for basic needs but are used as luxuries. Financing for motor cycles and cars are such items. So very large numbers of such vehicles are now coming into the market and on road. For the manufacture of these vehicles, lots of components used are imported ones which put a drain on our foreign exchange. The consequent higher demand for petroleum and petroleum products also sucks our foreign exchange. Besides, it is also responsible for pollution all around. As such this aspect needs to be looked into immediately and financing by banks for vehicles for personal use need be banned.

With the increase in wages and other amenities to the employees at all levels and also to the elected persons the use of consumer items has increased a lot. The tendency to consume more is visible in the functioning of the governments also. This not only contributes to further rise in prices but also puts a burden on natural resources which are depleting with a very high speed and thus crime is indirectly being committed against future generations.

The MPs, MLAs and ministers in the states as well as centre are being provided unreasonably bigger accommodations which again is a drain on the availability of land and other connected resources. Therefore, the suggestion is that for all these persons multistoried flats can be built and combined security provided there it self. This will also bring down the recruitment of security personnel for such people.
Honest commitment to duties must be given preference over the unlimited rights that have been given to the “janta” as of now and productivity level of all those working in the government offices and organizations and of casual labourers needs to be brought to the level of maximum out put.
In nut shell, to have control over rising prices it is necessary to change election process, bring down number of political parties to two; have political will to do the things, have courage to say “NO” where demands are not in general interest of the present and future generations, take immediate steps to control population, curtail facilities which are being provided to the peoples’ representatives and ministers, ban trading in properties and dharnas and Bunds, take strictest acton against destroyers of oublic and private properties, control over consumerism at all levels. Let the duties dominate over the rights. Political parties too need be seriously committed towards their duties to the nation and, instead of creating hindrances in the working, should cooperate with each other so that country comes out of the rut that exists as of now.
