A very ugly and shameful incident of GANG RAPE and PHYSICAL TORTURE of a girl took place in Delhi on 17/12/12 ,where her friend who was accompanying her in a bus too was beaten with rods for daring to help his friend – the girl. Both, in the end, were thrown out of the bus BADLY INJURED AND BRUISED. The extent of brutality on the victims can be imagined only. The latest is that the victim girl is in the hospital fighting for life, even some times going into COMA. The day next to the incident, matter was raised in both the houses of parliament ,where the speakers irrespective of the party they belonged to were observed condemning this particular incident and all speakers were trying to express on the incident with the loudest of their voice and polished words, what so ever one could have command over. On the roads too there have been agitations, condemning this incident. Then, this one is not the singular such incident that has taken place either in Delhi or other parts of this country. The other crimes through out are number less being committed on daily basis including large scale SCAMS WHERE IN persons from POLITICAL CLASS AND OTHER HIGH UPS ARE FOUND INVOLVED. In other words our country can be nick named as country of crimes and scams. Such conditions in the country must worry one and all ,with zeal to contribute for cure.
In the parliament, suggestions did come up demanding HARSHEST punishment /FAST TRACK COURTS/BETTER POLICING in order to check such incidents. In the parliament all must be knowing fully well that in respect of policing ,there is large scale shortage of police personal for public security all through the country , because majority of them are DEPLOYED for “MANNIYAS” status & so called security. . But in order to improve conditions for the general public, not a single person offered or suggested for withdrawals of police from these position holders and deploy them for general LAW AND ORDER. After all they seem to have the right to claim like this “MERA KHOON TO HAI KHOON, TERA KHOON PAANI HAI” so worry for self only why bother for others, after all lip service has been given to the victims why wish more?
The biggest question of WHY/WHAT/ & WHEN of such negative behavior of the youth and others in general was missing in the debate. The discussions and resentments on the roads are generally DELHI AND WOMEN CENTRIC. It may be good if the matters are taken up for all types of crimes/negativities and for through out this country and sincere /honest efforts are made to reach ZERO STAGE OF CRIMES of all natures and all through. The biggest road blocks towards moving to the CRIMELESS system seem to be the facts that a large number of our ELECTED REPRESENTATIVES at all the STATE ASSEMBLIES and CENTRAL PARLIAMENT are of negative /TAMSIK tendencies . Some may even be involved in many heinous crimes like the one committed in Delhi just now. Similar may be the conditions at all the other lower levels] from gram sabhas and other local bodies. Such persons may give protections to other criminals as well sufficient to further pollute the already dirty waters.
To control crimes of all natures and through out this country, it may do good to have persons of CALIBRE/CHARACTER and COMMITMENTS at the helm of all the systems every where so that decision taking and executions may improve. This quota system in appointments and promotions may prove negative only since caliber and capacity are compromised at the cast of public convenience/health/safety/ real development AND SO ON. More important may be that all in the chain of system must be made ACCOUNTABLE for respective duties meaning from lowest position holder to the highest one ,so that sense of responsibility and discipline at the work places take FRONT SEATS .Expediting all cases of crimes of all types starting from INVESTIGATION to FINAL DISPOSALS including in the courts, if made to move with a speed, giving maximum 1-2 months, may improve conditions.
