COUNTRY OF DELAYS AND PENDENCIES

This has reference to Gurcharan Das’s article in TOI dated 23/12/12 with the caption “stop talking,start doing”. Through this write up Mr.Das has intimated of the anguish of Ratan Tata ,over delays in general citing 7-8 years in getting clearance for important projects like setting up a steel plant in India. Tata’s views have been echoed by the FM.Chidambram where in he informs that over 100 MEGA PROJECTS had been stuck up for years because of want of approvals. Mr.Das writes that in public debates ,various issues are discussed ,but none speaks of delays in decision making ,so no question can be raised for reasons for delays and remedies to be suggested. Such delays happen at all levels from constructions /court cases just to point out a few. In respect of construction delays the projects getting delayed are very common and for all types , resulting in inconvenience to the target groups still going on as well as monetary loss to the public exchequer due to cost over runs. Same way court cases continue to be lingered on for years to gether. Here only two situations are mentioned , but conditions all through are by and large similar only. Mr.Das is a great thinker and writes on many subjects and has authored many books which are widely red by the intelligent class of this country. So his views and concern need be taken seriously. He also expresses dismay that where as other Nations have been able to deliver services on time we in India LAG MEANING GOVERNANCE FAILURES.Mr. Ratan Tata is a great industrialist and has done a lot for indusrial development and amr. And Mr. Chidambaram is the Finance Minister. So their concerns too need be taken in to account at decision takinf levels and that too speedily. Mr.Das has given some reasons for delays/back-logs AND HAS ALSO suggested remedies .

On this very matter of delays and passing of bucks, a news paper on 4/12/12 reports that SC pulls up CBI for delays in filing charges in an NRHM case taking place in UP some time back. Then on 7/12/12 a case is reported where a man is given 10 years jail term after his 13 years of being already in jail. OK that judgments are passed by the courts, but such cases may not be few and for between either. This may be in the domain of general public and many may be the sufferers them selves too where all type of cases in the courts linger on for decades to gether and their very ordinary matters continue to linger on in Govt.offices . Just now too pending cases in the courts in this country at all levels may be in lacs, some of which may be more that 2-3 decades old and some of litigants might have left this world long back, awaiting justice to them and the evidences too might have evaporated . In this very matter Question is “WHO IS TO BE PULLED UP AND BY WHOM & TILL WHAT TIME”

More than what the learned Mr.Gurcharan dass has suggested, some small suggestions are given here too.1) Work culture need be made better limiting holidays to the minimum ,and increasing more work hours /days.2) Too much of trade union activities creating hindrances in working/decision making and productivity need be curbed.3) Labour laws in many cases are not work friendly, WHERE POSITIVE corrections may help . 4)Bonus act need be amended to make it linked to productivity and profits including quality of work performed 5)Shortage of work force at some higher levels such as teachers/Doctors/Engineers/Judiciary 6) Making all in the chain of work force for negligent way of work ACCOUNTABLE in stead of the top bosses only, This may inculcate tendency of being more responsive, thus improving in the process of decision making/productivity/ and cutting delays and controlling pendencies.
