Going by the media reports it is gathered that the great social activist Shri ANNA HAZARE, who is presently fighting tooth and nail against CORRUPTION, as it exists in the country, has declared that he would back a CLEAN political party formed by GOOD AND LIKEMINDED PEOPLE of different political parties. This declaration of SHRI HAZARE is indicative of the desire to see still an other POLITICAL PARTY in the country hoping that this new outfit may come forward to free the nation from the dirt that has been created by the present dispensations. As is well known that the country already has a numberless political parties working from gram panchayats to the level of parliament. All parties claim to be working for the good of some or the other sections of society, though none declares to be working for the SOCIETY AND NATION as a whole. Bad luck of the nation is that these outfits generally seem not concerned with anybody’s upliftment of the whole NATION. Most are busy in dividing the populace on the basis of CASTE, COMMUNITY OR LANGUAGE AND SO ON and to keep themselves in power by hook or crook. The parties not in power too do not generally seem concerned with anything good for the CITIZENS. Most of the times all political outfits remain busy in BLAME GAMES AND LEGPULLING hoping to get attention of their particular VOTE BANK. As the number of political parties in the country already is too high, it may not help prop up yet another, despite the best intentions and hope. The general observation also leads the people to come to the conclusion that it is not due to the political parties or their members that so much of dirt, negativeness and other such malaise have polluted the atmosphere in the country. All the problems in the country seem to be due to BAD AND INAFFECTIVE GOVERNANCE. This ineffectiveness again seems due to existence of numberless political outfits mostly created as business concerns with the purpose to secure places in governments so as to get unlimited benefits as are being provided to such persons and also to shield them from the public glare about their bad conducts and ill earnings and loot. Most join together to form GOVERNMENTS IN Coalitions. All partners in the coalitions generally remain busy in fulfilling reasonable or unreasonable demands of their respective VOTE BABK. In the process GOOD GOVERNANCE becomes causality. This compels the system to keep ears and eyes tightly closed on the actions of their VOTE BANK. This also helps in the increase in CORRUPTION as existing in the country now. The need as such seems not to help in creation of NEW POLITICAL PARTIES, rather to ensure CHANGE IN POLITICAL SYSTEM AND ELECTION PROCESS in the country. Some suggestions for the purpose are detailed here to after:-
-Let the number of political parties in the country from lowest levels to the STATES AND CENTRE be pegged to two only.
-The elections at all levels can be held for these TWO PARTIES only, instead of the individuals as is the practice now. On the basis of percentage of votes secured by each of the two parties, they may nominate their representatives for the elected posts, ensuring reasonable spread of candidates through out the country. In case of ELECTIONS not held for the individual candidates, rather they are nominated by the parties on the basis of percentage of votes secured; the nominated person will not have to spend individually in the process of election. As is the general feeling each election CONTESTENT have to spend declared and undeclared money in lacks of Rupees. Then on getting elected they are sure to make good the incurred expenses by all fair and unfair means, further contributing to the spread of CORRUPTION.
AGE LIMIT for the VOTERS can be fixed at minimum 25 years. The VOTING AGE of 18 years fixed now seems not very practical as mostly by this age, maturity to participate in ELECTION PROCESS does not develop.
For voters, minimum LITERACY LEVELS TOO CAN be fixed as 8th or 10th class pass. For those considered qualified to represent the people and to be part of the GROUP OF LAW MAKERS ,minimum literacy level can be fixed as 10th class pass for GRAM PANCHAYATS , Graduation or above for STATE ASSEMBLIES AND CENTRAL PARLIAMENT. None with NEGATIVE TENDENCIES and criminal records/ thinking be permitted to be nominated for these AUGUST HOUSES.
CASTE AND/COMMUNITIES need not be given preference over CALIBRE. Rather the reverse need be prescribed now by law. ENOUGH IS enough as for giving preference to any thing over CALIBRE. Those considered for nominations must necessarily be filled with full knowledge of MANAVDHARAM/RASHTRA DHARAM AND RAJ DHARAMs etc.
All considered for nominations to the elected bodies must by law be made to retire on the last day of the month in which 70 years of age is attained. Mostly by this age reflexes in the BODY AND MIND become weak, so decision making may affect. The party to which that particular person has been nominated should have the right by law of replacement of their choice. Similarly nominated person having become invalid due to BAD HEALTH-- PHYSICAL OR MENTAL/ death, should arrange replacement. With the implementation of above mentioned systems, need for midterm polls and UPPER HOUSES in states and central PARLIAMENT shall be obviated. This shall save a lot of PUBLIC MONEY on these unneeded decorative and elections. With the above mentioned suggestions implemented, elections for all the elected bodies from PANCHAYATS to PARLIAMENT can be held in one go. This way lot of troubles and inconveniences to public and Burdon on public exchequer can be saved.
As for the two suggested political parties their EXECUTIVES can also have educated people possessing literacy levels of not less than GRADUATION. Post graduation and specialization in certain subjects can have additional preference. These two political parties can be headed by VERY EXPERIENCED AND SELFLESS persons but they too must relinquish the posts after attaining 75 years of age. Though as advisers and permanent special invitees, some relaxations can be considered, no head of the system need be permitted by law to hold such post for more than two consecutive terms, each term not exceeding three years in any case. As at present many, rather most political outfits are working as PROPRIETORSHIP CONCERNS of some individuals and their families. This totally negates the democratic process, which is really very harmful. It need be made MANDATORY to hold free and fare elections in these two suggested political parties at regular intervals, again with the stipulation that none is to hold the same office for more than TWO terms and after one relinquishing the post in no way has to pass on to the members of the same family. Both the political parties can be funded from PUBLIC EXCHEQUER and for ELECTIONEERING, help of print and electronic media only should be permitted so as to save money. Sri Anna’s desire to have an other political party and demand for RIGHT TO RECALL AND Reject are automatically covered under these suggestions. Just now these demands of Annaji, if accepted may create more problems than solved.
To achieve the goal as mentioned hereto fore, there may be arguments that for all these suggestions to be implemented, changes have to be made in the written CONSTITUTION as it exists now. Basically all laws /rules or the constitutions are meant for the good of the nation which consists of society and the persons. For the purpose periodical changes are the needed process, unless man has to encroach upon the DOMAIN OF NATURE. The present constitution too was drafted more than sixty years from now when we had no experience of our own GOVERNANCE, after CENTURIES OF SLAVERY .and as such might not had visualized the conditions as these exist now, As the person taking birth go back to the original after passage of years, as the old buildings crumble with the passage of times, or are brought down to accommodate to suit the present needs and atmosphere ,so it has to be with all man made items, writings including laws/rules as well as constitutions of the country. Further request is that no names be attached to it as we see in the case of our most valuable and full of wisdom THE VEDAS. The CONSTITUTION can be declared as based on present needs and COLLECTIVE WISDOM of the country men. Provisions can also be made that for the TWO SUGGESTED political parties, decisions have to be taken by the group of persons (NAMED AS HIGH COMMAND consisting of 10/20 most dedicated persons) who should be all powerful still leverage can be given for thoughts and expressions of individuals but in camera meeting only to maintain discipline in the parties. To air dissents in public can be treated as bad and unacceptable.
