India is known as the world’s biggest democracy. Biggest it surely is going by the hugeness of population and the number of elected persons and elected bodies down from the Gram sabhas to the state assemblies and the central parliament. To be big in itself can not be treated as a matter of pride and virtue, though to be great is so. To ensure that this big country attains to greatness and that too the real one, some thoughts are expressed here to after;-
First attack has to be on our political system and election process where number of political parties for the country as a whole i.e. from lowest levels of gram sabhas to the highest level of central parliament, need be pegged to TWO ONLY. This will help bar unneeded spoilers in politics as well as will help controlling divides and hatred on community, language area basis etc. It would also reduce the cost of conducting elections to a great extent. Change need be made in election process, where elections can be held for the two proposed political outfits only instead of the individual candidates as is being done at present. Then on the basis of percentage of votes secured by each of these outfits [political parties] persons can be nominated in one go down from the lowest levels to the central parliament. To ensure that only one single outfit does not capture the entire elected bodies, at the time of voting distinctions can be made on state or even at the lowest levels. This process will obviate the necessity of holding elections every now and then also need for midterm poles shall not be there. The entry of individuals in the election fray will also be automatically stopped. If the individuals do not have to go for contesting election ,then naturally no individual shall need to spend individually, and after getting elected will not indulge in, by open and hidden means, to make good the money spent for election. This will also help cleans the system to a large extent.
Minimum literacy levels must be fixed for the persons to be nominated at different levels. Good it should be to nominate persons of integrity, knowledge, and of selfless and satvik tendencies. , educated in real terms and committed to the cause of society and nation.
None above the age of 70 years be permitted to be nominated for the elected houses. So should be the age limit for ministerial positions with the provision that on completion of this prescribed upper age limit ,the nominated ones must be made to vacate and that vacancy may be filled by the other eligible person from the same political party whose member the retired one was.
Strength must be given to the party bosses. Their commands must be binding for their members so as to maintain discipline in the party. Still there must be complete democracy in side the party forums, where all must be permitted to express their minds and thinking freely. Maximum age limit for the party bosses can be fixed at 75 years. In case some above this age are considered as inseparable for the political outfits they can be taken as advisers or permanent invitees with the purpose of getting elderly advice, but without right to vote.
Party set ups must be consisting of about 20/25 persons of eminence whose wisdom and statesman ship must be above board and all vital decisions must be taken collectively. Elections to these top posts in political set ups must be held after say 2/3 years with provisions that none has to hold the same position for more than two continuous terms.
Despite maintaining complete discipline and decorum in the party system, still the members must be permitted to be free to express their independent views even in the law making bodies, especially where matters of national interest are involved.
All the persons nominated by the parties must be given specific jobs and areas for development and over all supervision. These persons need not be pampered by giving undue facilities, instead should be made accountable for the work allotted to each one of them. Facilities to be provided to these persons should be that much only which do not in any case develop in them the tendency to treat themselves as much above the general public. Such persons must simultaneously move in the public as ordinary citizens so that they can observe the conditions with their own ears and eyes vide open.
While the bodies are in session at least 70%attendance for each and everyone must be ensured. Participation by each member in the houses and every one’s individual contribution by thoughts and action should be properly monitored so as to assess their usefulness or otherwise for continuation as nominated one.
Discussions in the lawmaking bodies must be without hindrances and disturbances, rather it must be made sure that when one member is expressing the others should not poke their nose, instead can make their noting so as to be able to put up their own view points on their turn . During discussions on law bills points to be raised and suggestions to be made must be to the point as well as logical.
As of now most political outfits remain busy in promising or giving doles or freebies without going by the capacity of the system to bear such unneeded burdens. On this aspect very serious and immediate thinking and actions are needed, so that our countrymen do not become mentally and physically sick and the country’s economy does not go into doldrums. Just now a very bad culture of waiver of loans taken from the banking system has developed, which not only spoils the lending industry but also creating very bad tendencies in the borrowers. This may in the long run spoil the entire economy of the country.Unluckilily all these bad economics are being followed when our country’s top political heads are economists only. Do we not now think of bringing forward the administrators like Sardar Vallabhbhai Patel, to head the governments at all levels, so that the created mess is cleared.
During electioneering or discussions in the lawmaking bodies lot of time and energy is wasted in blame games and proving own self as lesser dirty than all the others especially those to whom they wish to oppose and in the process the real issues get side tracked. On this tendency of the political outfits as they exist now serious thinking and decision making is needed immediately, so that the nation does not spoil its image further in the estimation of others.
With the acceptance of the suggestions as mentioned here to fore, where in special emphasis is laid on restricting the political parties in the country to two only and with proper code of conduct for these outfits and their persons may now be able to coolly ponder over the issues at hand ,such as CONTROLLING EXPLOSIVE INCREASE IN POPULATION, DEPLETING NATURAL RESOURCES, CORRUPTIONS AT ALL LEVELS, SHORT SUPPLIES AND ADULTRATIONS IN MOST ITEMS OF DAILY USE including eatables and medicines, disputes among the states over many matters including water sharing boundaries or on language basis etc. Knitting the country into one nation again by having only two same official languages which should be used in all the states as well as central government offices, real development at all levels i.e. from village to the metros controlling pollutions of all nature, rush at all places including markets, hospitals, schools, railways and railway stations, roads, streets, etc. Making optimum use of the humans and all such matters of importance. But for all these interest of the society and country men as a whole need be treated as supreme over all other considerations. Just now elections for 5 state assemblies are going to be held and all political outfits[Their numbers cannot be counted as all the ten HAND fingers provided by the nature shall fall short to count them] are busy in appeasing the electorates. In the process of electioneering almost total emphasis is laid on blaming the other outfits in the fray and also in making promises for doles and concessions to the voters. These politicians forget that what so ever are being promised by them are not in any case their personal belongings; rather these, if at all shall be given to them are for care as custody. In the process not a single word is spoken to exhort the populace for sacrifices as well as to contribute their might to take the states forward on the roads to real and all round developments, nor the political outfits themselves promise to show the right path to the public, nor as to how they themselves will put in their efforts to take the states forward on the road of progress.
Very important for the enlightened and committed DESHBHAKTAS as well as those fighting against CORRUPTION, specially TEAM ANNA to please take note of the promises being made by the political class and take up these issues on priority basis so that a stop is put at once to this bad culture of bribing or trying to bribe the voters . During the process of canvassing for votes, promises are also made to provide special concessions to particular group or community . This only helps in creating divides in the society and the nation. All these aspects too can be classified as corrupt practices only and need be fought out as cancer of vote bank and corruption. Many old and already heeled wounds are being raked by the present political outfits by instigating particular community for gains in their favor. All these actions of the political outfits only help creating further hatred and divide in the society must be treated as purely for selfish gains and must be treated as anti human and antinational, as well as must be classified as CORRUPTION OF HIGHEST LEVEL.
To sum up what has been mentioned hereto fore are a few lines expressed by some thinking person reading as[BULBULO GAR TUMHARA CHAMAN LUT GAYA CHEHCHAHANE BATAO KAHAN JAO GE, PHOOL PHAL HI LAGE NA AGAR BAGH MEIN ASHIYANA BANANE KAHAN JAO GE]To sum up, house holders [janta], the chowkidars [concerned and committed citizens] are needed to be always VIGILENT AND ALERT to safe guard their garden [nation] as all those deployed at all the entry gates as gate keepers, are perhaps not doing their duties honestly and are permitting the entry to spoilers and wrong doers into this garden of INDIAN NATION.
